Demonstrated Expertise
Through innovative, award-winning educational events and outreach programs, Marilyn Hall developed the Athens-Clarke County Water Conservation Office into a nationally recognized leader. She has helped the public articulate their visions in cities and counties throughout Georgia, including the counties of Madison, Morgan, Henry, Newton, Ware, and Muscogee. Marilyn managed the Broad River Community Watershed Project, a significant community outreach and education program sponsored by the Georgia Department of Community Affairs.

Conservation and Water Loss Programs
Hall has a decade of experience creating and implementing water loss and conservation programs. We develop programs that are based on the needs of the client, from simple programs that meet minimum standards for compliance to award winning programs. We can help you complete your Water Loss Audit, certify your audit, and develop your Water Loss Program.
LCR Compliance
The revised LCR rules are demanding and many water systems aren’t equipped to handle new requirements. The LCR revisions require water suppliers to improve risk communication and protect children in schools and daycare facilities. Hall provides lead-related risk communication programs through proven techniques and tools, including online messaging, social media, presentations to residents and local officials, and special events. We also develop LSL inventories and prepare LSL replacement plans that meet EPA requirements.
Demonstrated Expertise
Hall is working with the Georgia Water and Wastewater Institute to teach Qualified Water Loss Auditor classes.
Hall is developing the Athens-Clarke County Public Utility Department’s service line inventory and Lead Service Line Replacement Plans to meet the LCR requirements.
Hall created a new and innovative water reuse program and helped negotiate purchase of the Rock Hill Quarry as a future water storage reservoir for Athens-Clarke County.
Hall prepared the long-term capital improvements program for the Athens-Clarke County Public Utilities.
Under Hall’s leadership the Athens-Clarke County Water Conservation Office became a national leader, earning recognition from the U.S. Environmental Protection Agency WaterSense program 9 years in a row.
