Joint Comprehensive Plan for Madison County and the Cities of Carlton, Colbert, Danielsville, and Ila
Madison County is experiencing considerable growth pressure from Athens to the south and from I-85 to the west. In addition to this pressure, the county is struggling to balance the needs of agriculture, multi-generational land owners, business owners, environmentalists, and new residents. The Hall team addressed these challenges through robust public engagement that included more than a dozen public engagement opportunities, a website, surveys, a citizen stakeholder committee, a dozen stakeholder interviews, presentations at public events, and civic group engagements.
The final plan is a complete reworking of their land use plan with an emphasis on protecting agriculture and environmental resources by focusing growth within its cities and targeted employment centers in the unincorporated county.
Joint Comprehensive Plan for Morgan County and the Cities of Buckhead, Bostwick, and Rutledge
Hall completed a major update to the Comprehensive Plan and Short Term Work Program for the Joint Comprehensive Plan. The easy to use, issue-based plans allows officials to easily identify the steps to address each of the main issues concerning each community.
Hall conducted an extensive public involvement process. The resulting plan was designed to meet the citizens’ vision for the county and their respective cities. Understanding each community’s vision and issues, the planning team was able to develop implementation plans that were tailor-made for each community.
Comprehensive Plan for the City of Monroe, Georgia
The Hall team recently completed the Comprehensive Plan for the City of Monroe, GA. The City of Monroe is located in Walton County, approximately 40 miles east of Atlanta along US 78. Walton County is a historically rural area that has experienced significant growth pressure from metropolitan Atlanta in recent years. As its county seat, this growth is being felt in Monroe, especially along the city’s western side.
Over the last decade the City of Monroe has developed and implemented a variety of plans. This Comprehensive Plan Update built upon those plans. Many of the plans being implemented by the city focus on downtown and adjacent areas. The Town Center LCI is perhaps the most important. It serves as the starting point for most of the City’s efforts to preserve and redevelop its central business district. The Comprehensive Plan built upon and supported the LCI, paving the way for implementation of Monroe’s Smart Code.
East Albany Neighborhood Revitalization Strategy Area (NRSA) Plan
The East Albany Neighborhood Revitalization Strategy Area (NRSA) Plan combines HUD’s standards for designating a Neighborhood Revitalization Strategy Area and the Georgia Department of Community Affairs’ Urban Redevelopment Plan standards. Hall completed the East Albany NRSA Plan, meeting both HUD and Ga DCA standards, which affords the City significant advantages and flexibility.
The Plan involved extensive community engagement, assessed demographics and economic conditions, identified opportunities for improvements within the neighborhood, included performance measures, and described difficulties the city might encounter during plan implementation.
Community Development Support
DOTHAN, ALABAMA
Hall is providing the city with ongoing support for community development efforts. Our team is assisting with Environmental Review Reports, which evaluate each CDBG and CV3 project’s environmental impacts to ensure compliance with all applicable environmental laws and authorities.
The analysis considers both the project’s potential effect on the environment and the potential effect of the environment on the project, site, and end users.
Community Consultation Process
South Columbus Neighborhood Revitalization Strategy Area (NRSA)
Hall led the South Columbus NRSA Community Consultation Process. The NRSA was developed in collaboration with a diverse variety of community stakeholders, including residents, community organizations, business and property owners, nonprofit organizations, and local government agencies.
The client had a very short timeframe to complete the NRSA. Hall garnered the critical input required with no supervision needed.
Hall quickly and efficiency identified stakeholders, contacted community leaders, scheduled and conducted public meetings, and helped community members to articulate their housing and economic needs and incorporate them into the final report.
Lead Copper Rule Compliance
ATHENS CLARKE COUNTY, GA
Hall developed Athens-Clarke County Public Utility Department’s preliminary service line inventory to meet the EPA’s LCR requirements. We provide strategic communications for effective public engagement during the process, including clear risk communications and focused strategies for schools and childcare facilities.
Our outreach program emphasizes an early start, consistent messaging, proven techniques and tools, and effectively addressing public concerns.
