Incorporated in 2005, Hall Consulting (Hall) is a small, woman-owned business located in Watkinsville, Georgia. Hall offers professional services to utilities and local governments in urban and regional planning and in gaining approval for high-profile projects. We have extensive experience working with public agencies and engineering consultant firms.
Hall provides expert assistance in urban planning studies and assessments, LCR compliance programs (including lead service line assessments and replacement plans), master planning, strategic stakeholder communications, and public outreach. Our services provide a much-needed solution to public agencies lacking in-house staff and resources.
Marilyn Hall
Founder & President
Since 1997, Marilyn has created and implemented high quality, innovative plans for communities and utilities throughout Georgia and the Southeastern United States. She is an expert in designing and implementing communication strategies and public engagement programs for comprehensive plans, high profile projects, and utility initiatives.
Marilyn served as the Water Resources Planner for Athens-Clarke County, Georgia. She created and implemented a water reuse program, was responsible for the utility’s 400M long-term CIP, managed planning and construction for a solar array at the Cedar Creek Water Reclamation Facility, and conducted the public outreach program for the county’s Service Delivery Plan.
Under her leadership, the Athens-Clarke County Water Conservation Office became a national leader, earning recognition from the U.S. Environmental Protection Agency WaterSense program 9 years in a row. She established innovative public outreach and education programs for the community and schools.
Marilyn has a Master of City Planning degree from the Georgia Institute of Technology and an BA in Economics from Northwestern University. In 2019, she graduated from the Water Environment Federation's Water Leadership Institute and in 2022 she earned her MBA from Louisiana State University, Shreveport.
She is registered with the American Institute of Certified Planners (AICP).
She is a board member of the Georgia Planning Association, member of the Georgia Association of Water Professionals (chairperson, Integrated Master Planning Committee), American Planning Association, Water Environment Federation, American Water Works Association, and former board member of the Water Reuse Association.

Bobby has 26 years of professional experience and has proven proficiency in the collection and analysis of data for various city and public utility planning studies. Judy Day
Judy has a degree in Environmental Health Science from the University of Georgia. As an Environmental Health Scientist in Virginia, she worked primarily with designing and inspecting onsite sewage disposal systems and drinking water wells. She served as the Childhood Lead Poisoning Specialist for a 5-county area.
Regina Lucas
Regina has 30 years of experience providing writing, editing, and technical editing services in marketing and public outreach programs for government agencies, public utilities, small businesses, and environmental/transportation engineering consultants. She has specific expertise in interpreting and condensing complex materials while striking a balance between technical accuracy and clarity for the general public and targeted audiences.
Jessica Magnarella
As the owner and principal of mPrint Design Studio, Jessica has in-depth experience creating effective visual communications for public education and outreach. With award-winning expertise in working with public utilities and government agencies, she has provided a wide variety of print and online informational materials to support projects and outreach campaigns.
Dave Bloyer
Dave has over 30 years of public utility experience in plant operations and compliance. He has been licensed as a Wastewater Operator and Laboratory Analyst.
